Your requirements are met through PPM or MRS. Please go through SAP help portal to get info on MRS and PPM how it works. Certainly you will get an idea. But that kind of standard functionality is not available in PS unless you for Z development as stated by our friend in this thread.
Not sure what extent the Z development is supplementing HCM functionalities to conclude the sill set and availability to assign resources.
