Counter reading in Strategy Plan

Dear All,

I am facing problem in Strategy plan which is based on performance,

I had created Equipment

Created measurement point

Created measurement document

Running hour strategy

task list and attached Running hour strategy.

now while creating strategy plan after selecting equipment it should ask for counter but its not asking

i created measurement document and enter reading while scheduling its not considering those measurement document.

kindly tell me what is the issue why at the time of creating strategy maintenance plan its not asking for counter ?

there is any setting problem ?
